my 95 vsx auto has a buzzing from central dashboard seems to be above radio area.
Stops with ignition off - have looked in haynes manual but don't see any relays in this area.
Car was bought from non citroen specialist so although it has warranty loath to let them pull it apart.
Sorry this is a long shot - know its electrical but can't see anything obvious - all seems to work ok

These tiny little radial fan's are only about 10 to 15mm in diameter if my memory serves, can't be sure but I think they are there wether you have aircon or not.
Haynes tell's you it's a wheel off and half the dash out job, but if you are carefull the clock can be coaxed out, it has spring plastic lug's on each side holding it in.
If you can get the clock out this way it makes it much easier to get the fan unit out, done it on my car.

I did try to have a go at silencing the fan myself, it seems to be that the fan rattles in the holder, so supergluing the whole lot together did quiet the thing a bit
It was a bugger to get out of the dash though, it might be easier if you remove the radio first.
I wouldn't recommend WD40, it might stop the fan working at all! (I suppose then it would at least be quiet)

Just had the dashboard fan out on my Xantia. What a performance, but worth the effort. Fan was all choked up with dust and gunge and was very noisy. Split the whole assembly with a bit of unsoldering work, cleaned all the motor, fan and assembly and small drop of oil on fan shaft. Fan is just a revolving magnet on a shaft. No brushes to worry about. Re-assembled and is now quiet as a mouse. Have to put head very close to the led light to hear if fan is running now. Hope this helps.
Took the fan out of my 2.1td yesterday, s follows :
Remove the screws holding the ashtray surround in, the radio surround, and the radio. The radio slots into a sort of bracket, remove this too.
You then have access to the two multi-plugs in line to the fan, disconnect these, and you should be just able to reach the rear of the fan to release the clips holding the fan in, there are two at the top and two at the bottom. This bit is a bit tricky.
