I'm still concerned about the fact I have to cut my bumper to fit the towbar?
This is what it says on the Towsure website
""Bumper requires cutting approx 40mm wide by 15mm deep. Fits to two existing holes plus three more to drill.""
Has any one fitted it to a Xantia hatchback?

Sorry mate, never fitted one but if it's any comfort, I had to cut the bumper on my Berlingo to fit one when the car was 4 months old. I didn't want to but had no choice. Have you tried Witter?, you might not have to do the cut. They are a bit more money but IMO are the best for the job.

The witter bar fit's to four existing holes with two to drill through the lashing plates, no need to cut plastic bumper as Marco says although they tell you to in the fitting instructions.
I would suspect the Towsure EU type approved bar would use the same mountings, with the cheapo one you might be expected to drill into the under body somewhere, rather you than me.
If you can run to the Citroen wiring kit it's a simple plug in job apart from the fog light, that cable has to be cut and re-connected elsewhere, if you want to utilise the fog cut out switch in the socket.
