Fuse box readings

When I check the readings on the fuses in the fuse box, most things read zero when on as expected, however the lights all give very small readings, usually 0.2. Could this be an earthing fault? Or a possible short somewhere? Any help would be great. thanks

If you're measuring voltage drop across the ends of the fuse when the lights are on, and assuming a 55 watt lamp, the fuse holders have a resistance of 0.05 of an ohm (one twentieth of an ohm). Doesn't seem too bad.
On the other hand, you could be measuring current, resistance, capacitance, temperature, length, circumference or anything else! What are you measuring and where are you putting your probes.

I thought I was measuring the voltage or resistance, as I was told to expect a reading of 0.00
I been putting the probs on each end of the open fuses, all the rest not related to the lights do however read zero even when on. I wanted to see if I was losing any current somewhere in the system. Thanks
