megane glow plug relay

megane glow plug relay
I'm working on a 1.9dci 51 plate megane scenic,whilst changing the glow plugs i noted there was 11.5v to the glow plugs even with ign off....so i pulled the glow plug relay and checked the wiring as per autodata-all appeared ok.So suspecting the relay was faulty i replaced it with a known good one only to find same issue,i cant see this makes sense!,12v to glowplugs will drain battery(part of cold start problem),any one got any ideas or had this problem?
Hindsight is a wonderfull thing!!
