Dozey rear wiper

I caused much amusement to the driver behind me this morning when I gave my rear windscreen a squirt and the wiper lazily swished halfway across the screen and gave up, leaving the screen wet, mucky and with a wiper arm halfway across it.
I pulled up at work and gave the wiper arm a bit of a wiggle with the wiper switch on and it came to life and dragged itself across the rest of the screen and back, but very slowly indeed. When it tried to do another sweep it stopped in the same place.
Is the motor on its way out? Could the mechanism be mucked up? Any tips/thoughts on removing the rear wash/wipe assembly?

I found that I had no trouble at all if I put screenwash in the tank but with pure water the wiper would often refuse to go. This applied whether I scooshed the screen on that occasion or not.
