106 gti rear axle play at arb end plate?

Just took the back axle off a gti and have noticed while brushing it down that the end plate moves around when I'm brushing it. The plate at the other side of the arb does not move at all. Should one side have some play when off the car? It doesn't look right :S

Usually its the bolt that holds the end of the plate to the arm that comes loose, but this looks like it isn't sat on the rollbar at all! If you take off the smaller bolt and see if the end plate comes off.
