206 repair or dump?

I've got a 1999 T reg 206 1.4 GLX, that was given to me from the other half's uncle. He's had it 3/4yrs and it was other half's cousin for 2/3yrs before that. Mileage is 135k.

It's got a few problems with it:

Water leak possible not sure where from. Not mixing with the oil as seen on the rocker top, oil filler cap or dipstick.
Ignition barrel spring gone, so it won't return on its own when starting.
Rear Wiper arm worn.
Front drivers spring knock on full lock.
Clear coat peeling on bonnet and roof.

There are a couple of other bits missing but nothing of concern.

I'm not afraid of going at it with a set of tools. I was thinking of getting it back together and either keeping it for use for the Mother in Law instead of her Partner hiring a car when going on days out. Or just getting rid. I know there not worth a lot.
For a change, I didn't touch it! It was already broken.

£400-200 with MOT

Fix it with scrap yard parts/some after market new...DIY, about £300 (worst case)
Gloss Plasti-Dip over the paint on the bonnet/roof £100

£300 car that you know.....pay and play time.

The uncle never looked after it. I replaced the thermostat and fluid change and rocker seal last year. No history with it either as he's lost that as well but I can get the Mot history since 2005 from the Dvla.
At least it'll be a lot cheaper to fix than my C5.

They're a pretty basic car in 1.4 form, and right in the "zone" where people are ridding themselves of surplus old stock parts.
