205 brake problem

i have a 205 diesel with a brake problem that's got me stumped if anyone can help me out with a few suggestions please?

good discs and pads but when the brakes are applied, depending how hard and at what speed, it feels like the braking action is being pumped.....on-off-on-off......the pedal pressure feels good and is constant and there's nothing loose underneath.........someone has suggested that i could have a problem with a vacuum pump diaphram but i know nothing about it....can anyone advise?

sounds like warped discs to me,
this can be caused by binding brakes

Look for accretions of rust between the hub face and inside of disc. This interface needs to be spotless and lightly sealed with something like high temp grease.
