Fitting new timing belt to 1997 Pug 406 2.1TD

Hello,
I'm fitting a new belt but can't get it over all the pulleys and sprockets. I start at the crankshaft then up over the idler pulley then the fuel injector pump, then the camshaft then my wife holds the belt in position while I feed it over the water pump and finally try to ease it over the tensioner pulley.

It so nearly goes over the final pulley but not quite!

The tensioner spring is as compressed as it can be and I only fit the belt half-width over some of the sprockets but it won't quite fit.

Any ideas please?

Have you compared the old belt to the new belt? Are they exactly the same length? It shouldn't have to be forced on, so something definitely isn't right.

Yes the new belt is the same length as the old one.

Just to add that I bought a timing belt kit which included a new tensioner pulley and idler pulley.
