'94 Pug 306- Dim headlamps on dipped beam.

The headlamps on my 306 don't appear to give out much light on dip, although full beam seems fine,the glass area in front of the dipped lamps has a definite yellow tinge to it. Is it possible to remove the glass front and clean the headlamps out or do I need to replace them as a unit, if that's the case how easy (or not) is this.
