The sunroof cables are about £70 from Peugeot, and rust up through lack of use and water ingress. Take the sunroof glass off 4 screws on the front rail, and 3 screws on either side. Without the weight of the glass you maybe able to get the cables move. Believe or or not the Haynes manual (the earlier purple colour cover edition) cover's the subject in detail. I've done the job three times now, and now take me about an hour if its there are no snags.

As long as you can see the roof working in the scrappy. It may be easier to change the whole sunroof assembly from another car. If you put new cables in i'd be inclined to take the roof assembly out of the car and clean where the channels where go and grease them before fitting the cables.
Series 2 405 sunroofs are different and I don't know if they are interchangable with the series 1

Ill think you will find the phase 2 lights are a different size & are NOT interchangable with the phase 1

Another thing to watch on 405s. On the boot hinges you will see there are two rubber plugs that look a bit like doorstops. These stop the boot opening too far and you risk smashing the rear window if they are missing.
