The turbo is an exhaust driven pump. It is configured as a low pressure high volume pump and its output is dependant on the amount of exhaust gas flowing through its driving side.
At idle there is very little exhaust so the turbo will turn slowly. Accellerate the engine, more exhaust, more output. When a predetermined pressure is reached the injection pump responds and more fuel is delivered, producing inter alia, more exhaust - more boost pressure . . .
This is why you don't get an instant response with a turbo. They are at their most impressive accelerating in 5th gear up steep hills over 60 when they just keep getting faster and maximum boost is attained.
