I asked about this before in a previous post but did not fix it.
My dad's 1997 Xantia 1.9TD with ECU has no boost (or very little). Somebody suggested the enrichment pipe but where is it on the engine. I couldn't find it and if its not there should that fact come as a surprise?[:)]

I had this problem some years ago.
It turned out that the wastegate on the turbo was stuck open because it was sooted up.
I had a recon turbo fitted and this restored the performance.
I think this is a common failure mode for a turbo. Mine went at 135 thousand miles.
I used a gauge and measured max boost of 0.2 bar with the faulty turbo. This was at full throttle up a long hill. So, not much boost to make any difference.
The 'new' turbo gave the correct 0.6 bar max (car was an Audi 80 1.6 turboD).

Had a similar problem myself on my XM 2.1 TD. It seemed breathless over 3000rpm - in fact it wouldn't rev any further. Under 3000 it drove like a dog. It was a combination of sticking wastegate AND a holed hose that links air to air intercooler with enrichment device on Bosch mechanical pump. The holes were allowing pressurised air to escape preventing the enrichment device from supplying extra fuel when accelerating. Repaired hose and sprayed wastegate rod with WD40. Car was great after this.
