Xantia Drivers Seat

After repairing my drivers seat ( right hand drive where the steering wheel is supposed to be ) height adjuster [:)], I noticed the front left hand seat to floor mounting bolt was loose. I tried to tighten it but is would not tighten at all. I removed it and looking in the hole in the floor. There is nothing with threads in to be seen anywhere, just a big gap of nothing until you get to the floor pan [:(].
What is this bolt supposed to fasten into please?

Guess it's supposed be a quick-fit thread insert bit there. As the bolt is still there - chances are that someone on the production line just left the bolt in frustration - as the thread bit was missing.
Any fiddling to correct this little problem would certainly delay the seat-fitters work - and in turn make for frustrated comments from his boss.
