Re: heater blower
Ok, this could be several issues - You have the auto climate control version on your Xsara Picasso. It's worth checking the fuse, but to be honest these do pack up with age. If it is still intermittent, then likely to be a wiring problem. Do all the other controls work on the digital A/C control panel?
Is the ignition system barrel lock loose and does the key wiggle about in it? Some have found the wiring inside the barrel can fail and there is a fix to replace this (another reason why one should never have loads of keys and accessories on your car key ring as the weight and the constant moving can weaken the assembly) - if this is your specific issue. If not then it may simply be the motor has failed. The blower motor unit itself has components that may be repaired, with a kit and some wiring / soldering skills, but you can get a new unit here for £55. I've not used them and make no assurance of the quality - but the part number I have supplied is for your particular car.

Here's a video on the resistor repair (he has a different blower motor model to you - but may help in showing how to get the unit out).
