Ok, so now I have your VIN, I can see that you don't have a BSI on this model. I should of asked for this earlier as a lot of what has been posted earlier in the thread is no longer relevant for this model - my fault!
You have a 'Code Unit' that handles the confidential code and authorises starting.
So can you explain what you have on the van now?
1) Do you have the original Code Unit ECU or a Donor unit?
2) Do you have the keys for both these units?
And finally what are you trying to do now? is the vehicle starting?
There is an emergency procedure to start the Van if you have the correct code for the Code Unit ECU, where it is not working.
If you can let me know what the situation is and what you are trying to do I might be able to help further.

back to its original spec and one key but no transponder,
I have two new transponders to code in
Have vpo and 5 number security code
Van does not start as no transponder present
With the security code I can enter the code through the acc pedal procedure and the van starts

Ok, so you know the emergency starting procedure using the accelerator pedal.
As for the Transponder and the remote controls - there are 2 procedures it would seem: One to code the memorise the Transponder and one to memorise the remote control:
Keys with distance remote control
This system permits locking/unlocking of the vehicle from a distance:
Synchronisation of the keys with the remote control
Synchronise the remote controls with the radio frequency receiver in the following cases:
Select in succession the following menus:
"RADIOFREQUENCY RECEIVER"
"PROGRAMMING"
"PROGRAMMING"
N.B.: Do not confuse the "password" used for the memorisation of remote controls, with the electronic code inscribed on the code control unit and used for the memorisation of transponders.
When memorising a new key into the immobiliser unit
It is necessary to carry out the following operations:
a) Whether the confidential code in the 'Code Unit' matches the one entered; or
b) Whether the confidential code in the Engine ECU matches the one stored.

But that only bypasses the system doe it not?.. . Ie no transponder coded in key... .. how do I program the new transponders to the ecu.

Oh, I thought for a minute you said it was working when you said it started!
To be honest the system on these is a bit Carlos Fandango, no wonder they upgraded it . I have another load of blurb on it, but I've never had one of these so I can't say from personal experience how you actually get the thing to programme, assuming there is no fault. So do you also have this 'Electronic Code' they refer to?
Anyway, not sure if this is a help or a hinderance, but here is some more info:
Registering the keys
The key identifier must be stored in the immobiliser unit to allow the vehicle to be started. The immobiliser unit can store a maximum of 8 keys.
CAUTION: To store a new key in the immobiliser unit , All keys must be reprogrammed.
The transponder identifier of a lost or stolen key is erased from the immobiliser unit’s memory when the keys still in the customer’s possession are reprogrammed (remote controls for keys with HF remote controls are programmed from the radiofrequency receiver ECU).
Access PARAMETER MEASUREMENTS to ascertain the status of the engine immobiliser (NUMBER OF KEYS AUTHORISED and KEY STATUS).
Use the diagnostic tool.
Select the menu: Configuration.
After validating and to access one of the following procedures:
Reading
Registering the keys
CANCEL ALL KEYS
The tool will ask for the LOGIN or ELECTRONIC CODE on the code card used by the network to be entered.
This code is used to unlock the immobiliser unit and is also used, amongst others, to program keys.
If the user enters an incorrect code during the login procedure three times in succession, the immobiliser unit will be locked for 30 min.
N.B.: The electronic code and the mechanical code are given on the code card.
Purpose of the electronic code:
Select the menu: Registering the keys.
After validating, the tool asks for the LOGIN or ELECTRONIC CODE to be entered.

Yeah it started but that's just like the pedal procedure is it not as you are entering the 5 numbered password so it will start but that's not programming the transponder
This secret code where would this be or get?
As the module under the steering wheel on has it dhlfi numbers if different from vro four number and five number password
As this is an real early mk2 (possably mk1 parts fitted) would I be better trying the jumper Mk1 in lexia for coding

No, the procedure is exactly for this model as per your VIN (that's why we ask for it). According to the info above it states it should be available from the dealer

OK today's mission
Tried all the above options still no joy... Got right to writing to key... Then... Code incorrect
This is after entering the 5 number password and it telling me "" correct""

When to the breakers got another ecu, grey immobiliser module with key code card and chassis number but No key ..... Just to try
From a 2004 relay

Had enough
Doner Ecu refitted vans going fine as I have one key/transponder
Only problem I do not have chassis number or key code for this Ecu.... so the lexia is no use to read faults even
