[1999 1.9D Dispatch] New PAS pump pulley doesn't look in line. Can I adjust?
Fitted this new (well, refurb) and it looks slightly out of line.
I could put washers on the bolts to space it out, but that doesn't seem a good idea.
Any other options?

doesn't look noticeably out of line to me from the photo.
Once had a situation where following a mechanic replacing the aux belt (in the course of a cam belt job) a bracket had been knocked out of line and the nearly new aux belt quickly shredded. Would imagine yours will quickly shred similarly if its out of line.
Also double check part no's and measurements of old & new pump

Yep, it shredded one of mine last night, assumed I did it too tight. But came to adjust it this morning and couldn't get it to line up. I put the new belt on and within 5 minutes it had jumped over the ribs a bit, so it's definitely not right.
The part number on order matches the one for my VIN.
Which bracket of yours was it that was knocked out of line? I think it's mounted to the block

I'm not sure I ever found out for sure, because I took the mechanic up on his offer to put right his mistake...
...but I believe my suspicion at the time (a few years ago now) was that it was the alternator bracket, in this case on daughter's then car, a 1.5 TUD engined 106 Mk1
Perhaps a first step for you would be to bolt up the old PAS Pump (don't bother with the hydraulic fittings) and see if it'll run true with the old pump, to 'eliminate' the new pump as the culprit.

Ah, nostalgic memories...

I've got it in with a garage atm to see if they can establish if it's the pump or my ballsup!

It's essential that the pulleys line up and if it requires shimming with washers to achieve that then that's what you should do.

All sorted. Garage said the pulley wasn't knocked in right, so he's done that and it seems right now.
Making a bit of a groaning noise when stationary, will have to check it'd bled/topped up.
