Rattling exhaust heat shield

Whilst having some work done on my estate yesterday, I noticed a lot of the fixings for the heat shield which runs almost the full length of the estate were either missing or replaced with cable ties. In addition, the shield was flapping around and bent on one side, which probably explains the vibration I get at 2k revs in every gear when accelerating. Can anyone suggest the best way to secure this. Maybe I could put some rubber strips under. Any suggestions gratefully received bearing in mind I don't have access to a ramp.

High temperature adhesive.
Now using '00 Xantia LX HDI, pov spec :(

I may be able to get access to a ramp. Can anyone tell me what the correct fixings should be?
