I think he means it's not physically connected from the steering wheel controls directly - the signal is sent to the BSI (as you can see in the diagrams) and the BSI commands the horn to activate.

Yes, and a truly terrible idea IMO. Not sure if it's an actual fault on our 206 but the "soft" horn control leaves a gap of about half a second between pushing the button and actually sounding the horn (meaning that if you just tap the button i.e. to do a "polite" beep it doesn't bother sounding the horn at all ) and IMO it could be construed as a safety issue given that half a second's extra warning can be the difference between someone looking and using the brake and NOT looking thus hitting ones car...
What's wrong with a good old fashioned wire and relay direct to the horn~?

Sounds like a fault then, most post 2001 PSA vehicles with a comms unit / BSI have a similar setup, never had a delay in the horn sounding with any of mine (and I do exercise mine regularly with all the nutters that shouldn't be on the road !).

Dammit lol I thought it strange from the moment I drove the car! I keep spending my money on kids and other projects although I do keep promising myself a Lexia/PP2000 setup soon. (I have a couple of old laptops I can set up with win7 x32 & need to add a CD player and front fogs anyway) sounds like I best get on with that.
It's the only car with a BSI I've experienced so made the classic mistake of assumption ("they must all be like that") See though, if the horn was operated via hard switching/relay it wouldn't have this problem or it'd be a simple fix at least... Modern tat lol (kidding, it's a great little car really) although I think if the horn came on constantly I'd probably throw hammers at it!
Speaking of the OP's issue, do we know where the relay is? internal to BSI/BSM or separate? if it's accessible then it could be opened up & the contacts inspected to see if they've arc'd themselves together (had that issue with air horns on my old CX500 bike! lol)

Yes, soft as in software operated.
I've not noticed a delay, but I know it's been talked about, I think it may be 'normal' on some systems.
The relay is part of the BSM (ie the underbonnet fuse box).

I hear you! Ugh, there goes the "old fashioned" way of fixing it then (unless one is handy with a dremel and wants to chance it maybe!)
Saying that, has anyone looked into opening the units up and replacing/repairing parts within? any success? I used to have a Volvo V40 and they have a common headlamp relay failure which was fixable by opening the BSI equivalent and replacing a pair of through-hole soldered relays...

The BSM or under engine fuse box has a load of relays and fuses in, but the BSI does also have some of the passenger cabin fuses and the odd relay. The BSI is generally located inside the car near the passenger glove box. The BSI is the expensive one as that controls sends and receives data from the other ECUs and tells them what to do and when. The Engine fuseboxes are subject to a bit more rattle and vibration and are more exposed - there have been issues with these failing. Owners have had some success in repairing them - but half the battle is trying to locate the issue. These tend to be a complete module with everything soldered onto the PCB.
