Xantia hydraulic clutch hard

Hi,

My Xantia 110 Hydraulic clutch stopped working. Can change gears with engine stopped but cant change gear when engine working. Hydraulic clutch oil was also low. Topped up the DOT 4 oil. Still cant change gears. When clutch is pressed it feels very hard and stiff towards the end of the travel.

Before I start opening, any advise what the problem could be?
