As long as your cable is intact, it only takes a couple of minutes to get at the heater controls.
Two torx bolts to remove the ashtray, and then four to remove the heater switches....
I was lucky as the assembly had failed and the cable was not being pulled by the unit. Disconnected it from the "unit" and then pulled to make sure it was open.
Then reassembled everything. Probably about 5 mins all in.
The flap is by the heater motor, as you can hear it opening/closing, but I never investigated access.
