I have milky stuff on my radiator cap, citroen c5, diesel, 2.0HDi, 2004 model
My mechanic tells me that it is because he added plain water from an oily container
The head has recently been repaired and new valves installed
But I am concerned if it might be head gasket problem

As long as you are not loosing coolant or have water in the oil I wouldn't worry about it. It could be oil from before the gasket was changed or even what he says. Have you done a long run in it since? if not could just be from driving it with a cold engine.

I'd be asking why a mechanic is adding water from an oily container. Not very professional.

The explanation seems a wee bit suspicious to me, given that the head has just been off.
If it was my car I would be flushing the cooling system and starting over with fresh coolant, then checking to see if the milky residue reappears - if it does you could have a head gasket problem, in which case they should be rectifying that...

Agree with Mandrake and Northern Mike. Smells like bulls*it to me.
Oily container? Plain water coming up to the coldest time of year? Why not the correct coolant mix?
Keep an eye on the oil filer cap for emulsified oil.
It could well be as he say's, but it's still a crappy way to treat your engine.
We're assuming that the "mechanic" fitted the new gasket after the head repair

Its possible to get mayo in the filler neck if you do short drives in the winter and the coolant never gets up to temperature. I'd echo what others have said though, why is the mechanic filling up with water from a cannister with oil residue in it?
