The shrouds do go together without removing the wheel. There is a knack. There are two clips, one on each side, roughly above the stalks. You need to make sure the rubber guards (on the stalks) are inside the shrouds before you clip them together. Once done, you can tighten up the securing screws.

Can't help you with the shroud technique Mike, but congratulations on successfully performing the starter relay modification after a slightly timid and unsure start! And extra merit points for in the process discovering and pointing out to me the wiring mistake I had made when I did mine!
You'll soon forget that you ever had starting problems with the car, once the starter relay modification is done the ES9J4 starts first time every time on the button...

yea ive had this problem lol...i think i tried to put it together at slightly wrong angle and bent the plastic tabs in the process...bending them back and being carefull they went back together

Mike, hard to explain but on one side of the lower shroud is a popper under which is a screw to attach it to a metal tang on the steering column. basically the top pops into the popper to secure it like a clip. The screw, which is hidden, is down inside the popper. This lot is on the ignition switch side and is often broken and damaged by those who are not privy to the secret...
get the bottom OK like then and the top then pops on to the popper and is secured by the screw put in upside down on the other side.
The far end of the bottom cowl slips unde4r the tang on the bottom of the steering column and the securing screw goes through the hole in the tang first before screwing into the plastic tread in the cowl..

I recall when I had the shrouds off mine, they came off easy enough, but I had to bend the tag on steering column at the bottom of the lower shroud in order to get the shroud back over it, then bend it back up afterwards.
