Dispatch Speed Limiter??

Hi bought a dispatch 2001 1.9 d. Was previously a disabled vehicle! Does anybody know if it would have had a speed limiter in? As it does not go 1mile over 70.

I know I can set a speed limiter in the ECU with the Lexia on my 2004 Berlingo. If yours is the same, someone here will know. If it is, it's easy enough to remove if you can get to someone with a Lexia.

If not, it's probably mechanical, and should be easy enough to remove.
