Hello, sorry for long description, but more info, easy to understand.

Bought a Citroen C8 as non runner. By the seller been told that car was running ok and one moment were strange sound and car stop. When i got it i check the timing belt and pins- OK. Tried to start engine- No luck. Put on jump start and the car fired up, blue smokes and not possible to rev it more than 1500-2000 RPM and MIL is ON. Check Turbo hose from inter-cooler to engine- no pressure. Take it off while engine running, oil in. When accelerated RPM get till 2500 RPM and turbo charger started to give a boost then engine revved up till MAX. Switch off ignition, still running and then it pressed off the inter-cooler pipe and stopped after a second. OK- turbo charger gone and pressed oil in engine and engine rune on oil. Bought new turbo charger and changed it. Old Turbo charger broken 100%. Tried start engine- Not started. Its starts, but when starter motor stop spinning the engine stops as well. Looks like it don't starts enough to keep running on his own power. Tried with Quick start aerosol in inlet manifold. Starts and running without problems. At start were a bit blue smokes, but after 5-10 minutes no smokes, engine working OK but can't accelerate. MIL light on and no power at all. MAX 2500RPM. Put on Snap ON computer and Fault code come out:
P0190; P0221; P1108; P0100; P1435; P1442. If all fault codes are cleared, first 2 codes (P0190 and P0221) comes back on after ignition is on. Rest of codes come on when engine is started.

Tested vacuum pipes. Vacuum keeps in system OK, but solenoid valve do not open turbo waste gate, so turbo is giving max pressure all time. Changed solenoid valve- no changes.

Any idea where to look?

Fuel Rail Pressure Sensor Circuit
What does this mean?
OBD Code P0190refers to
The Fuel Rail Pressure (FRP) sensor is a diaphragm strain gauge device in which resistance changes with pressure. The electrical resistance of a strain gauge increases as pressure increases, and the resistance decreases as the pressure decreases. The varying resistance affects the voltage drop across the sensor terminals and provides electrical signal to the Powertrain Control Module (PCM) corresponding to pressure. Strain gauge type sensors are consider passive sensors. A passive sensor is connected to a voltage divider network so that varying the resistance of the passive sensor causes a variation in total current flow. Voltage that is dropped across a fixed resistor in series with the sensor resistor determines the voltage signal at the PCM. This voltage signal is equal to the reference voltage minus the voltage drop across the fixed resistor. The FRP sensor measures the pressure of the fuel near the fuel injectors. This signal is used by the PCM to adjust the fuel injector pulse width and meter fuel to each combustion cylinder.

Throttle/Pedal Position Sensor/Switch "B" Circuit Range/Performance
What does this mean?
OBD Code P0221refers to
Electric Throttle Control Actuator consists of throttle control motor, throttle position (TP)sensor, etc. The throttle position sensor responds to the throttle valve movement. The throttle position sensor has the two sensors. These sensors are a kind of potentiometers which transform the throttle valve position into output voltage, and emit the voltage signal to the ECM. In addition, these sensors detect the opening and closing speed of the throttle valve and feed the voltage signals to the ECM. The ECM judges the current opening angle of the throttle valve from these signals and the ECM controls the throttle control motor to make the throttle valve opening angle properly in response to driving condition.
Symptoms
Possible sumptoms of OBD code P0221
- Engine Light ON (or Service Engine Soon Warning Light) - No throttle response
Causes
Possible causes of OBD code P0221
- Harness or connector (The TP sensor 1 circuit is open or shorted.) - Electric throttle control actuator (TP sensor 1) may be faulty The Error code is generally activated on detection of the following conditions: An unexpected voltage from the TP sensor 1 is sent to ECM.

Thank you for replay. If both these codes come up without starting a engine, just switch the engine ignition on, does it means that there is electric fault or mechanical fault?
