They closed all the accounts without a VAT number a couple of years ago, I just registered again using the VAT number of my local motor factor.

I tried just now and had to re-enter my username and password (they usually appear automatically). Once I'd logged in there was a message saying "Independent Operators portal is available again. " so maybe there have been some problems.

i dont have or use/enter a VAT No. ever, and have never had any problems getting on,

i originally registerd as an independent,

i have also a few years back spoken to the head of IT at PSA Coventry when i had prob's getting pug servicer box to work,

he told me they have absolutely no problems with the general public using there sites, you can use the fee sections and pay for the charged sections

the home page has changed in recent months,

just change country by hovering over the country in the bottom right corner, a pop up box with country selection will come up, select the one you require,

then enter your U/N and P/W, click CONNECTION, then hover over FREE SERVICES at the top left corner and away you go

here is the link

http://service.citroen.com/" onclick="window.open(this.href);return false;

once registerd you can look up/order parts in the free area, and look at technical documents which you have to pay for

mostly all a citroen dealer can do

To add to that - you can put in your VIN and get the build spec and see the parts list relevant to your year/model etc. The exploded parts diagrams in the free area are not a workshop manual per se, but they do give some very good clues about how things fit together. Well worth a look.
