That doesn't sound right. If it was that much higher, it would be at a very awkward angle indeed and about 20cm off the floor!

Too much Xantia-ing where it is substantially higher. Ignore the relation to the brake pedal, adjust it to 6" travel - if this is too high, then lower it a bit, as long as you are disengaging the clutch and it suits, away you go

Ignore the brake pedal height. These type of citroens (i.e.fitted with traditional hydraulic powered suspension) do not have a conventional brake master cylinder, therefore the brake pedal sits slightly lower than in most cars. The clutch cable should be adjusted to give the correct operation of the clutch, nothing else.
