C5 111 rear bumper - comes prepped for sensors?

Here's a pic of the rear bumper of my C5 111. Those little circles I thought were actual sensors, but they're not, they are blanking plugs.

Is this a regular Citroen thing to do, to fit blanking plugs ready in case the owner wants to fit sensors themselves?
