You could try patches?

More seriously, is the handbrake actuation lever on the caliper, free? With the handbrake off, you should be able to move the actuator with your fingers readily (not far) and have it return under mild spring pressure to a consistent position.

C5s seem to get corrosion inside the handbrake cable guide tubes (even in Australia!) that will affect cable return when the handbrake is released.

You would do well to check the cables for sticking with both caliper ends unhooked.

Chris (citroenmad) has a post here somewhere where he was able to recover operations on a caliper with similar symptoms to yours but eventually had to replace it.

I had to replace a calliper on my previous C5 for the same reasons last winter.

Yes, once they get corrosion inside they seem to be unrecoverable. They can last a while but usually the problem of the sticking handbrake lever returns.

DO you have a picture of the broken plastic rod?
