Hi citroen c5 2.2 hdi makes a whistle noise when you let your foot of the throttle, i dont now if its turbo noise

Probably. When I had a ZX turbo diesel and you lifted off you could hear the turbo spinning down, a bit like when a jet aircraft comes to rest at the stand.
It wasn't a problem. I hope you always allow it to spin down and cool before you turn the engine off.

The turbo makes a slight whistle as you accelerate not when you come off the gas. Check the hoses for a split/leak especially the intercooler one, its a known problem hose.
