Welcome to blower problems Karl !

Air conditioned cars don’t have resistors.
The 2002 Picasso should have a lot in common with the Xsara and Xantia, so would first need checking the blower plug under the dash above the passenger’s floor.
The plug is in the habit of going intermittent from the high blower current.
If it looks normal and tight with no blackening, we’ll have to look upstream at the relay, the fuse and the ignition switch.

You can tighten the connectors in the plug with a small screwdriver through the openings.
There’s also the rough way of tightening them with long-nosed pliers from the outside of the plug.

If the thick red or thick black wire connectors are discoloured or blackened from heat, that’s where the intermittency is.

I doubt that the stealer did the relay mod two years ago.
Permanent relay circuits were wired in at the factory from 1998 and improvised relay mods dangled in for over a year before that.
