arent the heater control bulbs legs spot welded into the holders, were alot of the other instrument lamps use cap less bulbs which are just a push fit into there holders,

Yes, they are Malcolm. That's what makes it hard to substitute anything in there. I mean that you’re blessed with the ideal conditions to do plenty of acrobatic work on a car that was tightly built around a proud-standing dashboard.What do you mean frisky weather?
We’re grossly disadvantaged here with three summer months of 30°C temperatures every day that make it impossible to do anything more useful than sloshing around in a warm pool under breezy palm trees.
For living down-under we don’t even get the benefit of being able to work downside-up because somehow the washer still insists on falling off the cog, and without sunroof there’s not the advantage of poking our feet through the roof.
Therefore I had to disconnect the flap cables to repair the panel on the corner of the kitchen table.
The cog will still fall out when turned into position and properly meshed with the slider.
The two broken claws are holding the cog in and if they can’t be found to glue back in, some cobbling will be needed to hold the cog in place.
If you remove the ashtray and whatever under the slider panel, the claws may fall into the centre console’s front tray, as I had.
While the panel is out, you may replace it from a wreck after ensuring that both claws are still firmly in place and that the washer isn’t pushing too hard on the cog.
Disconnecting and reconnecting the flap cables is indeed a last resort but still quicker and easier than repairing the claws from underneath.
The hard part of reconnecting the cables is to hold the panel horizontally so as to attach them at the right angle without twisting the outer sheath.
The end of the sheath must also be clamped against the groove that lets the inner cable through.
Not if there’s no down force of the washer onto the cog and claws.going to be a gradual failure?
I had thought of using thin ordinary washers as spacers and to rely on the springiness of the wiper to keep contact but didn’t find suitable washers.
With the cog left out or fallen out, the fan always spins at near second speed, even on other speed settings and on stop and auto … it can’t be stopped while the engine is running.
You may look where the wiper shorts the tracks on say, the third speed and solder there for a permanent third speed but that's not simple with the panel facing upside.
The auto fan speed works under all conditions by varying the speed to catch up on temperature differences.
It works independently from the airflow and temperature sliders, and works with the aircon either on or off.

Edit for afterthought: You may prop the cog with a sponge or something on top of the ashtray or use whatever rigid foam cut to size and shaped with spindle to fit the cog’s centre hole.

I think we're about to get between 4 - 10 inches of snow overnight in Nottinghamshire.
Least I get to test my winter tyres!
The claws on mine seem fine. Cannot get my head around (upside down or not) why there would be a crinkle washer imposing load on a cog which seemingly has NOTHING on the underside to hold it in.
Must the Citroen magic carpetty thing going on, I guess. It just floats!
Can't wait 'til warmer weather to probably strip it out together with the cables and have a good clean and a poke around.
Perhaps the claws will break off now that I've said that. We'll see. (Touch wood that I'm not tempting fate).

Fan speed still a mystery but that is something for when we get back from Austria.

The piccie isn’t mine, we live in a single-storey house about three miles from there.
The slow fan is caused by the cog hanging out.
The claws are on the edge of the hole where the cog goes in.
The bigger claw at top left is to hold the printed board.
First picture shows where the claws are broken off inside the yellow circles.
Second picture is with one claw glued back in.
Have a nice trip to Austria … and back.
