I would of thought these were an EU construction / use requirement for all vehicles from about 2000 or so , I could be wrong but I would be surprised if you did not. I'm not 100% sure on the initial year of introduction although its not a 'new' thing really.
Can you not look under the seat to see ?

Just checked my 51 C5 estate and it has got them. If you full the rear seat base forward and feel underneath the seat-back there are 2 U-shaped bars about 1.5" long in a slot in the fabric

You can of course fit a non-isofix seat to an isofix (mostly, provided the seat is not the wrong shape). A non-isofix seat is usually cheaper and lighter, and takes only a few seconds to take it in and out once you have done it a few times. We have non-isofix, as the Xantia doesn't have isofix, and it works fine in the Picasso.
