To stop getting shocked, I always reach down and touch the ground when I get out of the car. Seems to work for me, presumably by discharging the static build-up.

I try and not touch the metal of the car. Just use the door handle and touch the window instead of the door when closing it from the outside.
Do those rubbery strips actually work? Surely the tyres should do a similar thing?
