Citroen AX shudders when braking

I've seen the topic on someone having a problem in an AX reversing having shuddering, but my 1996 AX shudders when braking, particularly badly when going down from 60 to 30 mph. Would it seem likely my brake pads or discs are worn (both are about 3 or 4 years old from Charlie Browns) or is there a problem in my suspension?
If its the suspension is this an expensive thing to put right?
Please any advice would be welcome.

As you say - there could be a problem with the suspension, but before you worry about that it would be better to check other things first. Have a look at the brake pads - as they are four years old they must be getting fairly worn. Check the brake discs both for damage and distortion. Also check the calipers for tightness.
