Does anyone know if this length of time is possible and if so which particular controller should be used.

The ones I have tested (Valeo) do approximately 20 seconds when cold.

There is a direct battery supply feeding the relay contacts and the control circuit and there is a 5 pin connector.
of which
1. is to earth
3 is a +ve feed from ign switch which triggers the timer.
4. is a +ve feed from ign switch when starter is engaged
5. is supplying +ve to instrument panel lamp via separate timer from the heater timer itself

The heaters are supplied every time the starter is used provided the controller has the supply from the ign switch pin 3 (constant supply)
the instrument lamp is supplied for a period of between 5 and 20 seconds
whenever the ign switch is turned on.
The heaters are supplied for 10 to 20 seconds when ever the ign switch is turned on
the wire from pin2 I think probably has has some function on some models , these conclusions have come from observation and any other information in this connection or a circuit would be very much appreciated.
