Mk 1 Xantia is IR and easy to reprogram, Mk 2 Xantia is RF and more difficult to reprogram.

Watch it through a digital camera (not an SLR) and see if the IR LED lights up.

It could be a faulty receiver, but they are normally very reliable.
If you have never seen the remote locking work on this car, then it is possible that someone has disconnected something to disable an errent alarm. Check the fuses and the box under the passenger seat.

If you look at the (clear) LED through a digital camera, you should see it 'blink' each time either of the buttons are pressed. How bright it appears to be will depend more on the 'camera' and ambient light conditions than on the remote.

If the LED is on constantly when either button is held down, the remote is faulty.

It's perhaps worth pointing out that the receiver dome has to be able to 'see' the remote LED. So IR remotes don't work when you're standing in front of the car; also wet side widows lit by the sun can mean that the signal from the remote is lost in the IR 'dazzle' from the sun.
