duff speedo sensor?

Decided to forget the starting problem for now & try to resolve a diffrent fault for a change (Ho hum)
My 96 Xantia TD has an electronic Speedo. It was working intermitantly but has not mover for the past couple of weeks. when it worked it was fine, no needle judder or anything. it would just work for a while then stop.
Is this a common fault? Is it likly to be the speedo head or the sensor? or something else?
I don't know if it is related but the passenger footwell was flooded when I got the car & the interior lights didnt work although they are ok now its dried out.
Assuming its the sensor are there any ways of testing it on or off the car?

pins 1 of the sensor plug should get an ignition feed 12v,pin 2 should be a good earth (ideally less than 1 ohm between pin & chassis),pin 3 is the signal wire to the instrument panel.see my previous post on how to check sensor. http://www.andyspares.com/discussionfor ... IC_ID=1473
