Welcome to our troubles, Iain !

If the car doesn’t have air conditioning, a blown fuse link in the speed control resistor causes loss of the lower speeds, while top speed still works because it uses direct feed.

The part shown is attached to the blower motor, to be in the breeze, but covered with a perforated metal shield.
Some models have it in the air duct, very near the blower.

The fuse link is the silvery piece with yellow tip.
A failsafe nail would be good to test for a short while, because if the resistors get hot because of lack of airflow, you could start fireworks.
A replacement from a wreck may be good if it’s still in place without signs of it having gone back and forth several times.

If you’re not good at electrics, this is the opportunity to start somewhere with a cheap multimeter, and measure the fuse link for continuity.
It’s either open and faulty, or closed and good.

Enjoy a good fiddle.
