Remember ! Your Xantia does NOT use brake fluid. But the special hydraulic fluid LHM or LHMplus.

IMHO it could be a mix of 2 problems :
1) the dreaded spring device between pedal and brake valve has jumped out allowing the pedal to go down
2) the rubber bulb on the brake valve has ruptured allowing for LHM fluid (on the system's low pressure side) to flow out and soak your mat

The rubber bulb can be replaced from inside the car. Its located exactly at end of the spring device. Its got a steel ring to locate inside the end of the brake valve. Once its replaced you re-fit the spriong device as it reside exactly on the rubber bulb.

Me thinks its not too bad letting your trusted garage do the job.

Looks to me like we don't do cheapies.
That guy is just after the big, yummy £300 meal.
If I've got it right, all you need is the rubber boot:

CLOGZZ is right.

Parts are common at your dealer. If he wont help you - try another dealer - or make some member here help you with their own local dealer and post it for you. Thats what this forum community is here for !

You may need a new retainer ring for the rubber protector. This is Item 5 in the drawing above kindly submitted by CLOGZZ. The rubber bulb (protector) is Item 6.
Donno what has caused your pedal going low, but you can see the pedal lock rod and its retainer clip above as Item 3 & Item 11.
It might simply be the retainer clip which has snapped off and the lock rod is then messing around down on/between your carpets & mats.

These parts are so cheap that you dont even have to think about it :

Item 11 - 2438.05 - RETAINING CLIP - 10,15
Item 3 - 4533.14 - BRAKE PEDAL PUSH-ROD PIN - 6,80
Item 5 - 5.424.455 BRAKE CONTROL-UNIT RING - 65,35
Item 6 - 95.640.067 BRAKE CONTROL UNIT PROTECTOR - 84,35

Prices in Dkr ex vat. Divide by 11 and you get the UK£ price ex vat.
As you can see its close to UK£15 +vat.
Not even close to a £300 meal on you

Your dealer is a Lieing lieing lieing liar.

I've bought parts for a dosieur valve before, and other people on here have bought parts for them. If it has a citroen part number, then it can be bought on it's own.

Most likely that your dealer only had a complete valve in stock, and would have had to order in the parts, and couldn't be bothered for the tenner it would cost.

This only works for parts that are common between Pug and Cit models.

Peugeots don't use Dosieur valves!
