This may sound a dumb question but....
does any one know if the clutch pedal spring thats on the clutch pedal pivit on a xantia 1.9 td 1997 with a manual adjustment cable pull the pedal up or push the pedal down ?

My two Xantias are different. The '94 has a spring that pulls the pedal down. The '97 has a different spring that seems to work on an over centre arrangement. This means that when you've taking up the first slack of the clutch (when its easy) the spring works against you, but when you've got the majority of the weight under your foot the spring actually assists you. The '94 has a manual cable, the '97 has an auto adjuster.

You are right that the spring is there on the manual adjusted cable to keep the cable under tension, but it goes the other way than you are thinking.
Somebody mentioned something about the wrong pretension causing release bearings to die, hence the spring. Whoever it was that mentioned it knows more about it than I do.
