Must be a tubular seal there.
And the pipe end must be a straight cut - no flaring.
The pipe is double flared approx 10mm from the pipe end - such the union nut can grip on the pipe circumference.
Exactly as depicted on schematic above.
If you can slide the union nut over and away from the pipe - then the pipe is the wrong type.

Both the output pipes on the two output pump on my Dad's 1994 2.0i SX Auto are the large flared type with no seals. We havn't had a reason to remove the other end of the pipes to see what type those ends use however...
