Auto Fan lacks urgency

The automatic fan in my Xsara seems to lack grunt. If I switch it to auto, (say 18 degress) after the car has been sitting in the sun (baking inside), the fan just trickles cool air out. It should blast cool air out until the inside temp reaches 18 degrees, then slow down to maintain the temperature.
Also, the fan speed has about four manual settings. My first, second and third settings <u>seem</u> to be equal in power. It is only when I switch it to the fourth that is blasts cold air.
I've had my suspicions about it, but it was only when I borrowed a new Xsara that I realised I have a problem. I've also just posted on my outside temperature reading being too high, but I doubt they are related.

yes they are related,im sure the A/C control unit uses info from the exterior temp sensor in the mirror,replace that first,they aint all that expensive.
