I've got a spare EGR valve from a 1.9TD synergie, but that's probably different.

It is supposed to be a bugger to get to the EGR on the Picasso. Thats what the dealer said about Dad's.
I'd find an independant and talk to them about disabling it.

You can disable it by removing the valve and putting a metal plate over the hole (I've done this as I have a synergie manifold on an expert). Getting rid of it makes your car a bit more efficient and the emissions a bit worse.
