Do they attract VAT if sent from outside the EU?

Say (for example) I wanted to send a marine shortblock, value £100, would it get pinged?

Yep, most likely.
Some things slip through but I got heavily stung on a Chinese CD from Amazon.jp.
Customs, VAT and handling charge were equal to the cost of the CD (£50)
