The law applies to all (Supposedly). Despite being a more experienced driver than that cop, I'd have no chance in court. 130 in a 60 limit is dangerous unless the limit has been set far too low to raise revenue and paranoia amongst those wicked people who enjoy driving.
I think that it would be in the public interest for the Attorney General to review the matter, don't you?

I think it would have been in the public interest for it never to have gone to court in the first place.
The people I speak to with knowledge of the law said all along there was no case.

If there was no case, why was there a police investigation? Why did the matter go to court? Why has the Chief Constable issued the instruction that he has?
Nobody will get away with this in the future.

There was no <b>legal</b> case.
There may or may not be a moral case and it may or may not have been a <i>good idea™</i>.

But what would the legal position have been if that policeman, as opposed to a "normal" driver well over the speed limit, had for whatever reason lost control and hit someone or something, or otherwise brought about an accident?
Still no case to answer?

Police cars on police business kill a few people a year. On balance they save many more lives. I don't know of one where the officer faced criminal charges.

There was a legal case. The speed limit had been broken in other than emergency conditions.
Now that we are a proper Kleptocracy, Robbed at school, robbed on the road, robbed of our pensions and robbed in our care homes, I'm going to become a copper 'cos then I can do as I Effing well like.

We are going round in circles now.
Speed limits do not apply to the police when <b>on police business</b> (does not have to be an emergency). Therefore no speed limit was broken. He was never even charged with speeding he was charged with dangerous driving. And found not guilty.
