Red & Green lights on at the same time means a problem.
Is the keypad beeping quickly & the red light flashing? Does the keypad have a "D/N" button or a "S" button?
Check the fuel supply safety switch hasnt tripped under the bonnet, Its a big push button under either a black or red rubber cover, Just push it to reset it if it has tripped.
Check none of the fuses have blown in the fuse box.
Come back after you have checked these things out & report your findings.

You say the alarm sounds?
Ok, When you turn the ignition on, Is the red light on the keypad flashing or steady?

when i turn the ignition on the alarm sounds so im unable to enter any numbers into the immobiliser? sounds also like my battery is flat!
if i disconnect the battery and reconnect it will this have an effect on the immobiliser??

No, disconnecting the battery wont affect the imobiliser.
The car alarm is battery back up, So you need to shut this down correctly before disconnectiong the battery else it will go off.
Have you disarmed the car alarm with the remote keyfob?

yeah i turn the alarm off with the fob but soon as i turn the key the alarm goes off!! when i try to start the ignition it used to tick over as if it was starting but now its just dead?
what i thought to do was disarm the battery and when i reconnect it it may let me enter a code without both the lights staying on as ive been told this might be 'program mode' so this may take it out of this??

The keypad imobiliser DOESNT stop the engine turning over on the starter.
The car alarm if armed WILL stop the starter turning the engine over & will also stop the keypad from allowing codes to be entered.
It might be worth charging the battery up off the car overnight & seeing if this helps solve your problem.
